This is an open-source collection of tools, plugins, and library of optimized animations that are ultimately made to be very lightweight and suitable for web and mobile applications. The Lottie files themselves can be exported and used in a variety of formats, including animated GIFs, JSON files, mp4, just to name a few, and they have the option to be interactive. Plugins for After Effects, Figma, and other design tools easily integrate the animations and export custom made animations to become Lottie files that can be shared privately or publicly. A free account grants access to over 1000 animations and the tools to create any new animations. Below is an example of one exported as an animated GIF. It's a really great community-based resource and collection of high-quality 2D animations.
